Forget new, there are too many used dSLRs looking for a good home.

Look for Canon XT or XTi
Nikon D40, D80, D200, D60
Sony A200, A300
You can score a body for 200-250 depending on the day, sometimes not much more for a cheap kit lens in the deal.

Depending on where you live, you may not be charged the sales tax, and if you use the Amazon Super Savers shipping, it won’t cost you anything to ship it either! (But it might take about two weeks to get to you.)
You might think that $400 is a lot of money, but if you’re interested in photography, this is a darn good camera to start out with, and you’ll be able to use it for years. Think about all the great pictures that you can take on holidays, trips, parties, etc, especially after you take your photo class. It’s worth it.
A used DSLR would be ideal.
Something like a used Nikon D70 or used Canon D60d or 10d.
Excellent quality cameras with all the control you need to learn. At the end of the module you’ll get back what you pay for them. If you take photography no further you’ve not wasted money, if you do take it further you’ve a good starting camera.

The most bang for the buck is the Nikon D40 with 18-55 mm, about $450 on Amazon.
D40 is a good choice. Same kinda price (maybe a little more) you can get a used Canon 20D too, its a bit tougher and does 5fps.
